The Ryuga was introduced in the Demons of the Storm Update and is the final prize for the Demons of the Storm event.
The Ryuga is a launcher weapon that functions similarly to a Stake Launcher which means it is capable of slowing your enemy's movement. It shoots shurikens at a high rate of fire and has an active skill that allows the user to launch a kunai like a built-in Ballistic Knife.
